General Rights and Freedoms Committee Holds Its Seventh Regular Meeting

The General Rights and Freedoms Committee held its seventh meeting, chaired by Mr. Mohammed Juma Fuzai, during which it reviewed the role of the National Institution for Human Rights (NIHR) in promoting a culture of human rights through specialized training programs targeting various groups, including law enforcement personnel, with the aim of enhancing awareness of human rights standards and their application in practice. The Committee approved the outcomes of the meeting in preparation for the implementation of joint programs in coordination with the Secretariat-General of the Institution.
Within the framework of its oversight and advisory mandate, the Committee also discussed the challenges associated with rapid digital transformation. It examined a proposed recommendation addressed to the competent authorities regarding the development of a comprehensive legislative framework for the governance of artificial intelligence and the digital space. The Committee emphasized the importance of ensuring that such a framework safeguards human rights and protects privacy, while aligning with international human rights standards and principles, thereby promoting the responsible use of modern technologies and mitigating their potential impact on rights and freedoms.
At the conclusion of its meeting, the Committee approved a draft opinion concerning the amendment of a provision of the Code of Criminal Procedure Law No. (46) of 2002, as referred by the Council of Representatives. This comes within the Institution’s advisory role in providing opinions on draft laws and legislative amendments of relevance, contributing to supporting the national legislator and enhancing complementarity with constitutional authorities in accordance with recognized human rights standards.
