NIHR's Civil and Political Rights Committee holds its 12th Ordinary Meeting

The Civil and Political Rights Committee of the National Institution for Human Rights (NIHR) held its 12th regular meeting under the chairpersonship of Mrs. Jamilah Ali Salman, and membership of Mr. Khalid Abdul-Aziz Al-Shaer, and Dr. Bader Mohammed Adel.

During the meeting, the Committee resumed its discussions of the recommendations of the Secretary General in respect of setting a time limit for appealing against the decisions issued by the administrative body, which is set at 60 days starting from the date of publishing the appealed decision in the Official Gazette, or in the newsletters released by public authorities, or notifying the person with a vested interest and his definite knowledge of it. The Committee eventually decided to submit a recommendation for amending the text of Paragraph 2 of Article (7) of the Legislative Decree No. (42) of year 2002 promulgating the Judicial Authority Law so that it

includes a date for filing the administrative lawsuit before an administrative circuit of the civil high court in respect of claim invalidation.

It is worth mentioning that the Civil and Political Rights Committee of the National Institution for Human Rights is one of the three permanent specific committees. Its scope of work relates to making recommendations and proposals in respect of all matters which help enhance and promote the civil and political human rights, reviewing the legal guarantees for exercising these rights, following up on the implementation of relevant international conventions and treaties, in addition to considering the compliance of legislative and regulatory texts with the regional and international treaties concerned with human rights issues. The committee is also tasked with studying the legislation and laws in force in the Kingdom in relation to the civil and political rights, recommending the amendments it considers appropriate, giving opinion on whether they are compatible with the internal human rights standards and providing the necessary recommendations in this regard. The Committee may recommend new legislations in rela
tion to human rights, along with contributing to the preparation of draft parallel reports which the Kingdom undertakes to submit periodically.
