Civil and Political Rights Committee at the National Institution for Human Rights holds its Eighteenth Regular Meeting

The Civil and Political Rights Committee at the National Instituton for Human Rights (NIHR) held its eighteenth regular meeting under the chairpersonship of Ms. Jameela Ali Salman and the participation of Mr. Farid Ghazi Rafie and Mr. Ahmed Abdulrahman Al-Saati.

During the meeting, two proposals prepared by the Secretariat-General as per the Committee’s request were discussed, the first of which contained a recommendation to amend some provisions of the Decree-Law No. (17) of the year 1976 concerning juveniles, and the consequent amendment of Decree-Law No. (15) of the year 1976 on issuing the Penal Law and its amendments with regards to the age of juvenile delinquents and the ensuing precautionary measures.

The second proposal relates to a preliminary perception of establishing effective means to address “the Political, Economic, and Social Abuse of Children” so that it would be included in the executive plan of the NIHR work and action strategy for the year 2015.

The latter proposal relates to a proposal to organize an international conference concerned with childhood in general and the legislations related to children and juveniles in Bahrain in particular, to be incorporated within the 2015 established programs plan.


 The Committee also proposed the amendment of Article (82) of Decree-Law No. (3) of the year 1982 with regards to public security forces order, amended by Decree-Law No. (37) of the year 2002 to stipulate the formation of military courts, starting with the lesser military courts to the Supreme Military Court of Appeal, as the committee sees the need to amend the article to include an appellate court as well. The Committee mandated the General Secretariat at NIHR to provide further studies in this regard.
