NIHR’s Committee on Complaints, Monitoring and Follow-up convenes its 22nd Regular Meeting via Teleconference

The National institution for Human Rights (NIHR)’s Committee on Complaints, Monitoring and Follow-up has convened its 22nd regular monthly meeting via teleconference under the chairpersonship of Ms. Maria Khoury and membership of Dr. Hameed Ahmed Husain and Mrs. Rawdha Al-Aradi. 

The Committee opened its meeting by reviewing its statements on the complaints received by the NIHR, the legal aids provided by it and the cases it has monitored through the media and social media from 27 December 2020 to 21 January 2021, where it dealt with (8) complaints, provided (41) legal aids, monitored (9) cases via the media and social media and received (117) calls via the NIHR’s toll-free hotline during the said period, and then it discussed the actions taken thereupon.

The Committee then discussed all its previous resolutions and recommendations and the actions taken thereupon.  In the same context, the Committee reviewed the competent authority’s response to the requests received by the NIHR related to the application of the Law (18) of 2017 on Alternative Sanctions and Measures, which it has referred to it, where the Committee confirmed its continuation to prepare quarterly lists that include new cases applying to the NIHR for the replacement of the remaining sentence term, in order to

 

coordinate with the relevant authorities on such requests on a quarterly basis, taking into account that such cases must fulfill the formal requirements stipulated in Article (13) of the aforesaid Law on the application of alternative sanctions, which are related to spending half the sentence term and paying material penalties, unless their fulfillment is impossible, while objective conditions related to good conduct and behavior and lack of danger to public security will be estimated by the competent authority.

Pursuant to the NIHR’s role in attending court trials to ensure the availability of guarantees for fair trial, the Committee instructed to prepare a statement of the dates of court hearings of various degrees and types in order to enable the NIHR to attend trials and ensure the availability of the necessary legal guarantees.

The Committee also discussed a mechanism for the provision of more training opportunities to reinforce the skills of NIHR call centre and complaint reception staff representing the front office to deal with complaints received by the NIHR, provide legal aids to those who need them and monitor all that is related to human rights violations via the media and social media.
