NIHR’s Committee on Detention & Facilities Visitation convenes its 20th Meeting

The National Institution for Human Rights (NIHR)’s Committee on Detention & Facilities Visitation has convened its 20th meeting under the chairpersonship of
Dr. Malallah Alhammadi and membership of Mr. Khaled Abdulaziz Alshaer,
Dr. Fawzeya Alsaleh and Mrs. Deena Alladhi, at the NIHR’s headquarters in Seef district.

The Committee opened its meeting by following up all its previous resolutions and recommendations and the actions taken thereupon, especially those related to the Committee’s follow-up of the rights of inmates in the correction and rehabilitation centres, to ensure that they have access to their basic rights that are guaranteed to them under the provisions of national laws and the relevant international and regional instruments.

The Committee discussed the reports of its recent visits to correction and rehabilitation institutions and some health and social care centres as well as a number of big partnerships in the Kingdom with a view to ensuring that their inmates and employees are having access to their basic rights.  The NIHR states that it shall continue to conduct Announced and Unannounced visits to monitor human rights situations in any place suspected of being a site of human rights violation, in accordance with the powers granted to it as per its Incorporation Law.

The Committee also discussed updating the unified guideline for the criteria of visits to correctional institutions, places of detention, labor gatherings and health and educational centres, in addition to monitoring labor environment, especially after the procedures and measures introduced as a result of the Coronavirus pandemic (Covid-19), with the aim of developing and strengthening human rights work in accordance with the relevant updated international and national standards, the matter which will facilitate the process of monitoring human rights situation in various locations and proposing appropriate solutions and, if necessary, proposing amendments to national legislation on the same issue.
