Launch of the Seventh Edition of the Human Rights Training Program for NIA Personnel

The seventh edition of the Human Rights Training Program for National Intelligence Agency personnel has commenced. The program is organized by the National Institution for Human Rights (NIHR), in cooperation with the Office of the Inspector General at the National Intelligence Agency, as part of their joint cooperation in training and capacity-building and in enhancing knowledge of human rights standards and principles relevant to law enforcement duties.

The program began with a lecture delivered by Consultant Mohammed Juma Fuzai, Chair of the General Rights and Freedoms Committee and Member of the Council of Commissioners, entitled “The Kingdom of Bahrain’s International Human Rights Obligations: The Convention against Torture as a Model.” The lecture addressed the conceptual framework of torture, the international and regional framework for its prevention, legislative harmonization in this area, as well as national accountability and oversight mechanisms.

Consultant Fuzai also reviewed key obligations under the Convention against Torture, relevant legislative, administrative, and judicial measures, and the importance of training and educating law enforcement personnel. He also highlighted the harmonization of national legislation with relevant international standards, strengthening the link between legal frameworks and practical application in the protection of human rights.

The program builds on the previous editions and reflects the commitment of NIHR and the Office of the Inspector General at the National Intelligence Agency to continuing cooperation in training and awareness-raising and to developing the legal and human rights capacities of the Agency’s personnel, thereby strengthening the application of human rights standards and safeguards in practice.
