Statement of NIHR Chairperson on the Issuance of the General Framework for Reviewing Special Education Needs

In light of the Cabinet Resolution No. (55) of 2025 issuing the general framework for reviewing special education needs, Eng. Ali Ahmed Alderazi, Chairperson of the National Institution for Human Rights (NIHR), stated that the resolution comes within the context of developing national policies related to the rights of persons with determination, in line with the principles affirmed by international and regional conventions, foremost among them the Convention on the Rights of Persons with Disabilities.
Alderazi noted that the resolution supports efforts to integrate and empower persons with determination by developing an inclusive educational system that takes their needs into account and guarantees their right to equitable and fair education, in accordance with the provisions of the Constitution of Bahrain, the National Action Charter, the Law on the Rights of Persons with Disabilities, and Bahrain’s international human rights commitments.
He further pointed out that the general framework for reviewing special education needs, with its clear and objective standards, aims to improve the quality of educational and rehabilitation institutions and the services provided to students and their families, and to enhance an educational environment that upholds the principles of equal opportunities and non-discrimination, in line with the Sustainable Development Goals, particularly Goal 4 on ensuring inclusive and equitable quality education for all.
