29 Aug 2024

The National Institution for Human Rights (NIHR), represented by Dr. Hooreya Aldairi, the Child Rights Commissioner and a member of the Council of Commissioners, participated in the ninety-seventh session of the Child Rights Committee of the United Nations General Assembly. This session took place on August 27 and 28, 2024, at the Office of the High Commissioner for Human Rights at Wilson Palace in Geneva. Discussions centered on the national reports submitted by the Kingdom of Bahrain, detailing the measures taken to implement and enforce the provisions of the Optional Protocols annexed to the Convention on the Rights of the Child. These protocols address issues such as the involvement of children in armed conflicts, the sale of children, child prostitution, and the exploitation of children in pornography.

Based on its establishment under Law No. 26 of 2014, as amended by Decree-Law No. 20 of 2016, NIHR presented its parallel report in accordance with the working mechanism of the Child Rights Committee. NIHR upholds the importance and efficacy of this international mechanism in enhancing and protecting human rights at the national level and remains committed to fulfilling its international obligations stemming from the ratification or accession to the fundamental international human rights instruments.

Dr. Aldairi highlighted that NIHR is dedicated to monitoring the situation and making recommendations that align the national system with international standards in the field of child rights protection. The Kingdom has taken multiple preventive measures in the best interest of the child, evidenced by the enactment of the Child Law in 2012 and the Juvenile Justice and Child Protection from Abuse Law in 2021. Additionally, the establishment of the Family and Child Prosecution, juvenile courts, a judicial committee for childhood, and the Child Protection Center are testament to the Kingdom's efforts. These initiatives form a part of Bahrain’s commitment to fulfilling the provisions of the Convention on the Rights of the Child, which it acceded to in 1991, and the Optional Protocols annexed to it, joined in 2004.
