NIHR Council of Commissioners Convenes its 2nd l Meeting Virtually

The National Institution for Human Rights (NIHR)’s Council of Commissioners has convened its 2nd meeting virtually under the chairpersonship of Eng. Ali Ahmed Al-Derazi, Chairperson of the NIHR, with the participation of NIHR members and Secretary-General. During the meeting, the Council reviewed the reports of heads of the NIHR Committee on Public Rights and Freedoms, Committee on Visiting Detention Places and Facilities and Committee on Complaints, Monitoring and Follow-up on the works of their committees and their achievements during the last period.

The Council then reviewed the results and procedures of the field visits conducted by a number of members during Ashura 1443 AH, including a visit to the Correction and Rehabilitation Centre in Jaw region, the Correction and Rehabilitation Centre for female inmates in Isa region and the Pretrial Detention Centre in the Dry Dock region, with a view ensuring that male and female inmates in those centres are practicing their religious rites in accordance with the centres’ rules and regulation and in compliance with the relevant international human rights standards, and the extent of commitment to precautionary measures aimed at preventing the spread of Covid-19.  In addition, a number of recommendations concluded by the visiting delegation were also reviewed, in preparation for their inclusion in the final report.

The Council also followed-up on addressing the official authorities concerned with the recommendations contained in the NIHR annual reports 2018 and 2019 and requested responses to be included in the NIHR annual report 2021.  Then, the NIHR achievement ratio was reviewed while preparing the NIHR 8th annual report 2020, which is expected to be released in the 4th quarter of this year.

The NIHR Chairman explained that based upon Article (12) of the NIHR Establishment Law, the NIHR participated in the development of a proposal for a National Plan to promote and protect human rights at Bahrain’s level and is currently working with the Ministry of Foreign Affairs to provide its comments and feedback on the initial draft of the National Plan, which aims to support, promote and protect human rights in our dear country.

During the meeting, the Council of Commissioners reviewed a number of strategic objectives that will be included in the NIHR Strategy and Action Plan 2022 – 2025 and took appropriate resolutions thereupon.

The Council reviewed and adopted the NIHR Secretariat-General’s Action Report for the second quarter of 2021 and expressed their thanks to the Secretary-General and all Secretariat staff for their efforts to support and continue the work under such exceptional circumstances.
