At the beginning of the meeting, heads of NIHR permanent committees (NIHR Committee on Public Rights and Freedoms, NIHR Committee on Visiting Detention Places and Facilities and NIHR Committee on Complaints, Monitoring and Follow-up) presented a brief on the most essential achievements of their committees during the last period.  Then, the NIHR Chairman presented a brief on his participation in monitoring parliamentary elections (the Duma Council of the Russian Federation), where he touched on the mechanism of the allocation of works, the general centre designated for monitoring and following up on electoral centres that spread all over Russian cities and regions.

Then, the NIHR Chairman presented a summary of the results of the visit conducted by a delegation of the High Commission for Human Rights (HCHR) of the Russian Federation to the Kingdom of Bahrain, headed by Prof. Tatiana Moscalcova and the accompanying delegation, as well as the meetings held during the visit.  He referred to the cooperation protocol that was signed at the end of the visit, related to activities and joint cooperation between the NIHR and the HCHR for 2022.  He also stated that the NIHR was approved as a Permanent Observer in the Eurasian Alliance of National Human Rights Institutions.

On the other hand, a proposal was reviewed to update and develop a manual for receiving complaints and assistance provided through the "NIHR Call and Complaint Reception Centre" in order to raise the level of services provided and reduce the waiting time for obtaining responses from the relevant authorities.

The Council of Commissioners also approved the NIHR Secretariat-General’s work report for the third quarter of 2021 and thanked the Secretary-General and all Secretariat staff for their efforts to advance the work of the NIHR.
