NIHR’s Board of Commissioners convenes its 2nd Regular Meeting

The National Institution for Human Rights (NIHR)’s Board of Commissioners convened its 2nd regular meeting at the NIHR’s headquarters in Seef district.  The meeting was headed by Mr. Saeed bin Mohamed Al-Faihani, Chairperson of the NIHR.

During the meeting, the budget of the NIHR was adopted as stipulated in Law No. (20) of 2017 approving the general budget of the State for the fiscal year 2017-2018.  The members of the Board of Commissioners also discussed the proposal submitted by Dr. Aisha Mubarak, member of the Board of Commissioners, on the issuance of a certificate from the NIHR for human rights excellence, where the NIHR’s General Secretariat was commissioned to undertake further study of this proposal.

On the other hand, the Board of Commissioners touched upon the depth of the historical relations between the Gulf countries and stressed that it is important not to exploit the crisis of severing diplomatic relations by the Kingdom of Bahrain, Saudi Arabia, the United Arab Emirates and the Arab Republic of Egypt with the State of Qatar to provoke sedition, as some of the official bodies and institutions in Qatar as well as the Qatari media promoted that the sovereign decisions of the boycotting countries is merely a siege - as they put it – that led to a violation of human rights, without taking into account the rights and freedoms of citizens and residents on the territory of those States.  The Board of Commissioners stressed that the current dispute is a mere political and security one that has nothing to do with human tights, and that Bahrain’s action aimed to maintain its national security and protect its stability, which is an inherent sovereign right guaranteed by international conventions and agreements and the relevant UN resolutions.  The Board commended the Supreme Royal Directive issued by His Majesty the King, may Allah protect him, to take into account the humanitarian situation of the Qatari-Bahraini joint families, based on the deep faith of the Kingdom of Bahrain in the family bond between the people of the Gulf Cooperation Council countries and in recognition of the brotherly Qatari people, which represents a natural and genuine extension of their brothers in the Kingdom of Bahrain, as well as the allocation of a hotline that belongs to the Ministry of the Interior to receive those humanitarian cases and take appropriate action towards them.

Ms. Dina Al-Lazi, Head of the NIHR’s Committee on Complaints, Monitoring and Follow-up gave a brief account of the complaints received by the NIHR, the requests for legal assistance submitted to the Committee, the monitoring cases received via the media and social media, and the actions taken thereon.  At the end of the meeting, Board of Commissioners adopted the action report of the NIHR’s General Secretariat for the second quarter of 2017.
