NIHR's Chairperson Launches 4th Edition of the Human Rights Training Programme for National Intelligence Agency Staff

The 4th edition of the training programme for National Intelligent Agency (NIA) staff on human rights has been launched via videoconference, where the National Institution for Human Rights (NIHR) will present a set of lectures in the area of human rights during this programme, which will continue until February 2022.

The first lecture of the programme dealt with the NIHR’s Role in the Promotion and Protection Human Rights.  It was presented by Mr. Mohamed Al-Najjar, Head of the NIHR Legal Affairs Unit.  It included a number of themes, most notably the emergence of national mechanisms, the role they play, and the legal guarantees on which institutions are based to carry out their role in an integrated manner.

The second lecture dealt with the concepts of human rights between international law and national law.  It was presented by Dr. Bader Mohamed Adel, member of the NIHR Council of Commissioners.  It covered several themes, including general concepts on human rights, the International Bill of Human Rights, and the Legal Value of International Agreements on human rights and ways to implement them.

On this occasion, Mr. Yasser Ghanim Shaheen, NIHR Secretary-General, explained that the training programme, in its 4th edition, will focus on concepts related to human rights between international law and national law, human rights guarantees regulating the right to physical and moral integrity, guarantees and rights of persons with restricted freedoms, and the NIHR’s oversight role in the Kingdom of Bahrain.

For his part, Mr. Mohammed Rashid Al-Rumaihi, NIA Inspector-General, praised the efforts of those in charge of this programme, and the achievement it has made since its launch in 2018, which has clearly contributed to further strengthening the culture of human rights among members of the NIA.

This programme is implemented in activation of the memorandum of understanding signed between the NIHR and Office of the NIA Inspector-General, on the basis of societal partnership with all parties of society in order to achieve integration for the successful application of best practices related to human rights.
