National Institution for Human Rights (NIHR) Participates in the 11th Session of the Charter Committee

Mr. Mohammed Ahmed Al-Najjar from National Legislations Department in the NIHR participated in the 11th Session of Arab Human Rights Committee (Charter Committee) at the Arab League’s headquarters in Cairo, the capital of Egypt, to discuss the 1st periodic report presented by the People’s Democratic Republic of Algeria on the human rights situation.

The works of the Session witnessed an interactive debate for two days in which the Committee presented its questions and inquiries on the extent of compliance by State Parties to the Arab Human Rights Charter and activation of the rights and liberties stipulated in the Charter.  The State’s delegation concerned provided extensive answers to questions and inquiries raised by the Committee and was requested to provide additional information on achievements of Algeria in the human rights field.

The Arab Human Rights Committee (Charter Committee) is considered an Arab mechanism emerging from the Arab Human Rights Charter, which entered into force on 16 March 2006 after being approved by 7 Arab countries including the Kingdom of Bahrain.  The Committee comprises 7 members elected by the Arab State Parties to the Charter, who work independently from Arab Governments and Secretariat- General of the Arab League, in order to evaluate the human rights situations in these countries through studying their national reports and to what extent they fulfill their obligations pursuant to the provisions of the Charter and presenting their feedback and recommendations in order to enhance and protect human rights on their territories.

It is noteworthy that Bahrain has previously discussed its 1st national report before the Arab Human Rights Committee (Charter Committee) during its 3rd Session held in February 2013, in which the Committee concluded a number of observations and recommendations related to the enhancement and protection of human rights in the State system.  The Kingdom of Bahrain is expected to discuss its 1st periodic report before the Committee at the beginning of next year 2017.
